1. First of all, go to https://www.dvlottery.state.gov/application.aspx and fill the form as asked with the required credentials.

2. You may face some problems during editing your passport size photo for the uploading. So read this step carefully. I am explaining the way to edit the photo.

1. As already said you should have the photo (passport size) on your computer. Before uploading your photo, you should be sure that your photo is of required resolution and size as mentioned on the website while filling the form. otherwise, you won't be able to upload the photo. Now I am explaining how to edit photo for uploading. (Note:- Be careful while editing photo, because you should meet all the criteria of photo properties for the better submission of the form). "Method 2" is easier than "Method 1" for editing the photo.

Method (1)

STEP (i):- You need to open software 'Paint' on your computer, which is pre-installed on your computer.

Window 7: Go to start and then to accessories, there you will find an application named paint. Open 'Paint'.

Windows 8.1: Go to start menu and then to application and type 'Paint'. You will see paint application, open that.

Windows 10: Go to start menu and then type 'Paint'. You will see paint application, open that.

STEP (ii):- Now edit your photo with the software " Paint " as per requirements and then upload the photo.

Method (2)

Go to http://resizeyourimage.com/ or http://www.picresize.com/ or any other online image resizer to edit your photo.

3. Fill the form correctly as required and then submit the form. You have finally done.
